In this slightly darker installment of The Interstellar Police Force, Prodor Moffit has dubbed himself the Surgeon. He continues with his obsession by leaving more mutilated bodies in town while also sending letters to the press and Channel Five's Action News lead crime reporter, Jacqueline Burton. Burton just happens to be working on a five-part exposé on the Surgeon, an exposé that Moffit would rather not air.

Getting home was just the beginning. To protect the Earth from Union control, the newly formed Fed needs help. Once again, Commander Martinez sets out to boldly go where no one in their right mind has any business being. Thus continues the misadventures of Sam and the crew of the Schwarzenegger fleet.
